With the implementation of the New Curriculum for elementary education, students' ways of learning are required to change accordingly. Thus, how to help students' with the change and develop the awareness of problems in learning has been a challenge to Senior Politics teachers.This paper attempts to cultivate this awareness through exploratory learning. It consists of four parts. The first part introduces the concepts of problems and problem awareness, and then it analyzes the advantage and importance of developing students' problem awareness in Senior Politics. The second part describes the fact of the weakness of students' problem awareness in learning and its reasons. The third part makes a general survey of exploratory learning, which can be an important approach of developing students' awareness of problems. The final part illustrates two ways of carrying out exploratory learning, one way is through classroom practices; the other is through supervising students in exploring topics, and it also proposes what teachers should do in the process of developing the awareness of problems through exploratory learning in Senior Politics.
