All of these are not denied,why are there so long distance between countries universities sports and foreign′s,what′s the reason on earth?These questions became very urgent to research them．Since our new country was established,we set up the socialistically management system and the sport system is managed powerfully by government． In the past,this system have played some active role in performing the right of country,uniting the leadership,managing overseeing and developing the sport,scores according to plans and proportions,but,it seriously prevent universities sports from developing today．This article adopted some researching methods including literature method,investigate method,figure statistics,logical method, and through deeply investigation and learning on existing situation of universities sports in Henan Province,it simply expound,it is present situation and its important function in the society,and analysis the main problem and reason exciting in them．Which provide some good plans and tactics its well—development,regular—system and improving its the level,which formulate some plans and tactics for the leading authorities,which provide the evidence in theory for its healthy development. at the same time,it has an important theory and practical significance to grow up the excellent talents in sports,to improve the whole quality of sport athletes and to enhance the sports level of our province．From the analysis of investigation result,the units building the sports games is increasing every year,their levels are lower,and the achievement they got is not so obviously of the major reasons include:First,to recruit students institution is imperfect．the special to recruit high level athlete's transport mechanism is inverted in ten and several years in our province, procedure is trivial and complicated； not to regulate in time and to deficiency abilityto adapt himself to changes．Second,the seriously inadequate capital.
