The rapid development of the market economic not only offers a golden opportunity for higher education, but also creates new challenges at the same time .As far as our country is concerned, on the one hand, the modem society aiming at the development of science sets a still higher demand on higher education, on the other hand, it is necessary for higher education to be developed to get out of its difficulties.Because higher education's operation depends on nation's lean for a long time, collages are not incited to estimate the cost and are not able to rationalize the resources. With the development of the market economic, there are some changes in colleges. Our Nation can't afford colleges' all expense .It has because a main part for colleges to build market in higher education. Therefore, it is inevitably for us to work out good ways which will make good use of the economical function of the higher education, in order to integrate the education and market besides the government's investment.The basic ways of analysis applied in this paper are analysis of comparison, combination analysis of theories and statistics, analysis to combine theories with practice as well as analysis with evidence. This paper suggests the basic target pattern founded upon the industrial theories to develop higher education. By applying comprehensively the basic theories such as Industry Economics, Education Economic and management, it illustrates the relationship between higher education and economy, standardizes the definition and classification of product, studies on the problems and how to deal with them. It proposes that it is necessary to build the system of accounting management, and gives the opinion that the structure of the inner resources arrangement be adapted to the development of the modern education.
