Community: The New Support Of Welfare--A Tried Construction Of City Community Welfare System

Social welfare system, as a part of social security system, has played an important role in the social and economic development since the establishment of our republic. As social economy development accelerates in China and social conditions have greatly changed, as a result, the traditional welfare system can no longer meets the needs of social development. People must pay attention to reform the social welfare system and look for the new support. Therefore, as people's daily life settlement, community becomes a new support of social welfare construction to meet the needs of social development.Community welfare is the sum of all measures, which is under the lead of the corresponding government departments in community, taken to bring community's autonomy into play, make full use of all resources, resolve daily problems for community people and increase people's life quality as far as possible. The community welfare system is an important part of social welfare system.The article makes a detailed analysis on the realistic and the theoretical bases of community welfare system. Firstly, the thesis analyses the realistic base in the two aspects, the social background of community welfare and community as the support of social welfare system; Secondly, It asserts that the feasibility of community welfare depends on the consistence between the function and the purpose of community with the aim of community welfare system, and that the theoretical base of community welfare construction relies on the tendency of social policies as well as the Chinese traditional culture .A system generally consists of theory institution, organization institution, equipment institution and norm institution. In this article it is divided into four types, according to system essential factor: theory, organization, equipment, norm. According to the function organization system can be divided into bearing management function, bearing service function, having supervise function and the support organization; The equipment system is constructed in two fields of thewelfare hard equipment and the form of welfare service; and norm system is divided into unrecorded informal system and recorded formal system. Furthermore it particularly points out the importance to establish flexible management systems and operation mechanisms.
