Research On The Construction Of Sports Horse Welfare System In China

Objective : Under the background of economic globalization,China ’ s sports horse industry gradually moves towards internationalization.As an important part of China ’ s economic development and cultural output,sports horse industry is also an important driving force to promote China ’ s economic development.The lack of horse welfare system restricts the progress of China ’ s horse industry,and because the sports horse welfare is the foundation and guarantee of the development of sports horse industry,so in order to promote China ’ s economic development needs,it is urgent to build China ’ s sports horse welfare system.Methods : This paper takes the welfare system of sports horses as the research object,uses the methods of literature review,system analysis,comparative analysis and historical analysis,and combines the development of sports horse welfare at home and abroad to construct the welfare system of sports horses in line with the actual situation in China.Results :(1)From the perspective of economic and trade development,horses ’ own development prospects,public health construction and social civilization,this paper expounds the necessity of constructing sports horse welfare system in China.Profound analysis of sports horse welfare development evolution and change,combing foreign animal welfare from birth to development to mature the whole process.Among them,focus on animal machinery theory,animal rights theory,animal liberation theory,animal welfare theory of four major animal protection and development theory,found that animal protection process is from unlimited abuse of animals to unconditional protection of animals,give their rights,and then to the rational use of animals historical correction process.Accordingly,this study believes that animal welfare theory is more in line with the development needs of the research on the construction of sports horse welfare system in China at the present stage.Analysis of modern sports horse welfare,extract three concepts.The concept of full life cycle protection of sports horses,the concept of moving beyond five freedoms to a better life,and the concept of embedded minimum to best practices in five-dimensional models.(2)Analyze the evolution of the horse welfare system of the four countries movement.taking international treaties as the rule system to ensure that all countries comply with the rules and protect animals;regional legislation should reflect regional characteristics and enhance exchanges and cooperation among countries in animal protection.The UK is one of the earliest countries to carry out animal welfare and one of the most complete countries to practice animal protection.American legislation reflects the concept of freedom,and human care is more reflected in animals;german animal protection into the constitution,attaches great importance to animal welfare education in people ’ s lives,from primary school to university will learn the most advanced animal protection thought;the high threshold for Japan to learn sports horses lays the foundation for the high-quality development of Japanese horse racing.(3)Deeply analyze the current situation of animal welfare system in China.The obstacles to the development of sports horse welfare system in China exist in three aspects :ideological cognition,economic development and traditional ethics,and the countermeasures are given.Our country has the foundation of constructing sports horse welfare system in ideological culture,legal construction and economic development;the construction of sports horse welfare system should follow the principle of combining domestic and foreign experience,adapting to economic development and gradual development;the construction of China ’s sports horse welfare system should fully draw lessons from foreign advanced theory and practical experience.Considering the original ecological environment of China ’s system,China ’s sports horse welfare system should include legal system,standard system and implementation system.Conclusion : Establish and perfect the legal guarantee system of sports horse welfare technology system.Improve the legal construction of sports horse welfare system,clarify government functions,understand the relationship between the government and sports social organizations,establish the development model of joint management of the government and society,and distinguish between primary and secondary to maximize their respective effectiveness;we must constantly improve the participation mechanism of sports horse welfare organizations,strengthen the self-construction of sports horse welfare organizations,and give full play to the positive role of sports horse welfare organizations in promoting the development of sports horse welfare;guide the public to exercise their right of participation and supervision.Establish a comprehensive budget management system to adapt to the welfare system of sports horses;Create a systematic and scientific reserve talent system for sports horse welfare management personnel.
