China is a big agricultural country. Among its nearly 1. 3 billion population, there are over 0. 9 billion people living in the countryside. Therefore, issues concerning argriculture, countryside and farmers are always essential for its economic development and socical progress. With China' s entry into WTO and gradual infiltration of economic globalization in all fields, the problems such as the decreasing of our farmers' income accelerating, the trans-employment of surplus labour in rural areas appear day by day. Whereas, in order to promote the economic development in rural areas, the important strategic steps are the development of science and technolgy , the increase of labour' s quality and the exploitation of human resources.The secondary vocational education is the most direct and effective way to exploit human resources, which also plays an unsubstituted and indispensable role in fully implementing the strategy of relying on science and education to develop argriculture, enhancing the labour' squality, promoting the process of urbanization, andtransferring the surplus labour in rural areas.Though the secondary vocational education has made great progress since China carries out reform and opening policy to the outside world, it is far behind the actual needs of economical and social development in rural areas. Especially in recent years, affected by the circumstances inside and outside, the secondary vocational education in some places has gotten into an awful situation, some of which has already existed in name only. In order to put forward some valuable suggestions to settle the issues of agriculture, countryside and farmers as well as the reform of secondary vocational education in China, this paper analyses the important function of secondary vocational education in exploiting the rural human resources and how to enlarge the secondary vocational education to promote the development of our nation' s rural human resources.
