During the mid-term of reform and opening up,professional knowledge of the labor from workforce frontier is generally not so high due to the low education level,so they are unable to fit in the foreign enterprises which have the advanced concepts and technologies.That is also an long-existing problem for SUZHOU which is at the high speed of development.At that time,SIP(Suzhou Industry Park)was going through a fast developing period.A lot of high-quality enterprises flood in SIP.In order to provide more high-quality labor for the foreign enterprises every year,HAT Vocational College which is a joint-stock was established at the end of 1990 s.At first,HAT Vocational College which relies on the advanced concept of International vocational education and novel pattern of personnel training received highly concerns and praises.But with the development of the times and technology,the pattern of personnel training in HAT Vocational College has faced the great challenge.A lot of problems such as higher turnover rate,go-slow,arrangement in order of seniority of HRM have been exposed in HAT Vocational College,which contributes to the pressure of HRM in HAT Vocational College.This paper adopts 3 research methods.First,literature review.Second,interview.Third,observation.Through interviews,we learn that the employees are not satisfied with HRM of HAT Vocational College.Unfairness and injustice widely exist in recruiting,performance appraisal,training and so on.At the same time,we learn that the employees are eager to see the problems solved and the work of HRM regulated.Meanwhile,this paper also focuses on the analysis of the environment of the organization.We believe that HAT Vocational College can solve the problems in HRM by combining its strategic policy such as scientific competition,salary appraisal,reward and punishment system and good career development channel.
