As China is now carrying out reforms in elementary and secondary education, the traditional national curriculum has been developing into a three-leveled curriculum system, i.e. the national curriculum, the provincial curriculum and the school-based curriculum, amongst which the last plays an important part in the school curriculum reform.This paper provides a detailed study on the current situation and problems in biology subject so as to explore a practical solution to school-based curriculum development in Xiamen. The result of the survey shows that the school-based curriculum development in Xiamen is still in its beginning stage. Most biology teachers participate in the school-based curriculum development to a various extent, making good use of different curriculum resources. It is shown that the school-based curriculum development does help improve student-centered learning and teachers' professional skills. Therefore, the result supports the notion that the most practical way to improve the current school-based curriculum development is to take into consideration as many factors as possible, including teachers, students, parents, schools and the social environment as well.
