The development and construction of human resources play an important role in the western development. Therefore, the development and construction of human resources in the western regions will guarantee western development with strong intellectual support and sufficient talents.( 1) background, strategy and SignificanceThe division of the east, middle and west is definite. In the past so years, a rapid progress has been made in economy, education etc, But compared with the east developed areas, the west regions are much poorer. To change this Situation, China Central committee of C. P. C. raises western development strategy. Just like what President Jiang Zemin says, no western prosperity, no modernization of China; no stability and union of western regions and its peoples, no social stability and ethnic union of our whole country; no flourishing of the west, nothing flourish of our nation; no basic development, no success of our socialist's modernization. ( 2) Position and FunctionTo develop the west needs to take advantage of west region's natural and human resources. And narrow the differences gradually among the three regions en order to Stimulate different regions' economic development harmoniously. In the end rich-together could be realized. Now, mankind has stepped into a knowledge-economy age. The advantage in mental labor has taken the place of traditional economy. Only technology and intellectual are real strongness. hi this case, human resources developing is a decisive factor in western regions' construction.(3) Suggestions and ProposalsThe literacy rate of the west is comparatively low. To change this, the main fast of western human resource developing is to educate as many people as possible to improve the talents. Second, with the mechanism of marketing-match of mental labor flow, western regions will have a balance of employment and supply of intellectuals. Furthermore, western regions should educate and train minority cadres, and put forward the minority policies, accelerate the development of it. Only in this way, the west can catch up with the east, our socialist modernization can be achieved.
