Nowadays, the development of competition is transferred from material resource development to human resource development. Human resources have been proved to be the most valuable resource. Human are the most active and proactive resources. The talent resource which is the most important part is the core of human resources. Therefore, the competition around countries is actually the competition of human resources. From the microscopic point of view, crude oil and natural gas production of Xing Long Tai District decline year by year and the region's GDP growth has slowed down. Simply relying on resource mobilization for the development has been too difficult to get more progress. Achieving economic transformation and promoting sustainable development of resource-based city region is the top topic that Xing Long Tai must faces. In this situation, promoting human resources development is the strategic options to achieve sustainable development. From the point of human resources development, this paper discusses the training, introduction, using, sharing and also the management of human resources in order to study the appropriate human resources development strategy and improve the effectiveness of human resources development. Eventually, we can build high-quality talents development strategy to support the overall development of Xing Long Tai District. And also the human resource will become the core competitive advantage of Xing Long Tai District.The scope of human resources development is very broad, involving many aspects. In order to make the purpose of this study clear, the scope of this study is mainly in the public sector, which is the role and strategy of human resource development defined by government departments, and simultaneously emphasizing on macroscopic strategies and policies which government departments should take. Through the research, this paper identifies and implements the appropriate human resources development strategy of Xing Long Tai; thereby meet the needs of human resources in Xing Long Tai district. Firstly, the human resources development should meet the strategic adjustment of economic structure of Xing Long Tai, and ensure the development of alternative industries proposed by the Government policies and measures in order to provide sustained power of progress. Secondly, the human resources development should meet the needs of Institutional innovation; remove the institutional barriers of human development which limit the development of productive forces. Thirdly, the human resources development should meet the needs of the transformation of government functions and ensure government have enough human resources to achieve economic regulation, market supervision, social management and public service functions. Fourthly, the human resources development should meet the needs of enterprise reform and development and establish a modern enterprise human resource management system to promote the improvement of modern enterprise system. Finally, the human resources development should meet the needs of high standards of urban planning, high-quality construction of urban areas, high-performance management of urban and high-level business city building.Firstly, this paper identified the background and motivation and then discussed the relevant theory At home and abroad. Based on the data analysis and SWOT analysis of the human resources development of the Xing Long Tai district, this paper which applies on the Blue Ocean Strategy, researches the strategic should be study and put forward the tactic of the human resources development for them in the future period.Through the use of SWOT analysis, identified the advantage and disadvantage of the human resources development of Xing Long Tai district, understand the opportunities and challenges for the human resources development. From the edge of view, the establishment of a new leadership structure, set up a leading group of the district personnel; improved the policy system and framework, studied and formulated a series of rules and regulations; built an information exchange platform, and vigorously promoted the building of e-government system; enhanced human resources capacity-building, established a party school distance education system and on-line on-demand training system; innovated the mechanism of talent and introduced the flexible human resources policy. From the inferior view, the structure of the talent is without reason, the level of all kinds of the academic is lower, top professional talent are fewer; lack of high-level talents, Advanced Title talent and Undergraduate students are fewer; the talent is not well-distributed, the most of the vast majority of professional and technical personnel are located in oil fields and institutions of the Xing Long Tai district, the talent of the private enterprise and technical personnel in rural areas are weakness; the efficiency in the use of the talent is not high enough, the circs of the buried and suppressed the talent often occurred. Opportunities from the development of human resources point of view; it has a good external environment and established the talent exchanges, cooperation and sharing mechanism. The development of human resources from the constraints of view, the location and the employment environment is poor, lack of a platform and space for the talent; outdated concept of human resources work, there is emphasis on academic titles, light performance contributions, re-qualification composition, light capacity hard work of the phenomenon; talent incentive mechanism and flow mechanism need to be further established and improved.Because the Xing Long Tai District is a new city, it was not equipped with the developed areas of the human resources to conduct a comprehensive competitive advantage. Human resource development of the Xing Long Tai should focus on the Blue Ocean Strategy, it is necessary to select a good starting point on the target in terms of tactics and means, stressed the value of innovation. In the future, they should focus on the five aspects that is attracting of the important tale talented person,the use of existing talent person, the training of the practical talent person, the sharing of human resources and talent of the market-oriented operation.From the reality of the Xing Long Tai District, this paper put forward the tactic of the human resources development for them in the future period which has strong relevance and significance of reference. This paper is based on the data of the Xing Long Tai city which is a resource-based city, so this research may not have universal. This research is focus on a relatively short period of time on human resource development strategy selection; it may not apply in the long term.
