History research and practical investigation indicate that there are many problems in oral communication instruction of Chinese in primary school which have to be solved by more research, for example, understanding of several key concepts and instructive contents, construction of instructive sequences, and practice of instructive evaluation.So this thesis begins its research in theoretical side and practical side. In theoretical side, it analyses the relationship between speech and language. Then gives definition to several concepts, such as oral communication, oral communication competence and oral communication instruction. In practical side, there are problems in four aspects to be discussed. First, after analyzing the goals of oral communication instruction of mother tongue in primary schools in US, UK and Germany, it gives several suggestion to our practice. Second, according to the structure of oral communication competence, it puts forward the contents of oral communication instruction, which should include speech- meaning instruction, speech-setting instruction and speech-form instruction. It also puts forward the instructive sequences. Third, using the constructivism theory, it poses the tactics for designing subject matter, stimulating motivation and creating situation. The last, it analyses the definition and features of the situation test which is the main method to evaluate oral communication instruction, and discusses its test targets in detail and its practical methods.
