The enrolment work at tertiary level is a systematic engineering whose reforms, as it were, have been generally considered as one of the key problems to be solved within the framework of the Tenth Five-Year Program and of the Planning up to the Year 2015 for the endeavors of higher education in this country, and hence have acquired the importance, both theoretical and actual, for the strategic studies on the enrolment work at tertiary level. Taking for example the work of this kind as conducted in one of the institutions in this country, the present study is supposed to conduct a detailed analysis of the questions confronted in the process of this nature by the application of the present-day theories of management. The academic path of research and the approaches adopted in the study have been characterized by a certain degree of creative originality. The main body of the work and the conclusions achieved thus far are hence given below as follows:1. The study has analyzed in detail the inner and the outer factors involving the enrolment work of the institution concerned, and, in the mean while, built up the SWOT Model for the work at tertiary level, which, to be sure, would be of strategic significance for the institutions in this country to make plans for further development.2. The study has analyzed, to a certain degree, the influences of the social demands upon the graduates, and the ideology of their career development. Some solutions have been suggested to the status quo of their job possibilities and the problems concerned, which, as is assumed, would be functionally conducive to the work under discussion.3. The study lays bare the demerits of the current universal adoption of the nationally authentic values for the enrolment work in this country, and, accordingly, suggests a possible quantitative principle of Comprehensive Consideration of all Values, which, as is expected, might be conducive to further promotion of the qualities of those students enrolled.4. Based on the massive data collected by way of the questionnaires, the study has suggested a way of statistical sequencing of all the possible candidates, and, accordingly, has thus presented the possible solutions.5. In the thought of the realities of the institution concerned, the study has analyzed in detail the promotion strategy for the enrolment work at tertiary level just in terms of the industrialization of education, and hence has provided the work of promotion with the ideas to be adopted and the measures to be taken in the near future.6. Based of the detailed analysis of the recent problems confronted in the process of the long-distance enrolment work by internet, the study has suggested within its main body the two-leveled monitoring system and the specifications for the digitalization of the candidates' files and the "visualization" in auto-banks of their choices. The suggestions presented in this way have provided the necessary support and specific measures for the establishment of a much improved system of the long-distance enrolment work.7. The final focus of this study has been concentrated mainly on the problems and their possible solutions as regards the enrolment work at tertiary level, and, in the mean while, has suggested some positive ideas on the policies to be adopted for the institution concerned to further promote its future enrolment work.The conclusions achieved thus far by the present study might serve as references for the leadership of the institution concerned, and would hopefully be conducive to the relevant work of all the institutions at tertiary level in this country.
