The key of realization of moral education in universities target is construction of moral education content system. Moral education in universities consists of five factors: political education; ideological education; moral education; law education; psychological education. The respective connotation and significance in moral education of the five factors interrelate, inter-filter, function-inter-replenish overall: political education is radical content of education in universities; ideological education is directive content of education in universities; moral education is fundamental content of education in universities; law education and psychological education is considerable parts of education in universities. Construction of moral education content system considers systematic science principle and approach as the methodological base of constructing these systems, and presents the integrity and optimization in construction of moral education content system. In the past, we have some success experience in construction of moral education content system theoretically and practically, these experience mainly perform in three aspects: 1) establish right orientation for construction of moral education content system in universities directed by Marxism, Mao Zedong thought and Deng Xiaoping theory. 2) Construction of moral education content system in universities is theoretically directed by moral education academia and is directed on policy by relative documents which government draft. 3) The creative set of "two course" is main channel of construction of moral education content system in universities. However, when we areexerting moral education in universities, the tendency excessively emphasizing on single or several contents is also being, which cause the unilateral defects of content frame, weakening the action of moral education. Concretely, the main problems into which construction of moral education content system in universities run is: 1) excessively emphasizing on political education, narrowing the function of moral education content; 2) excessively emphasizing on social adaptability education, neglecting the individual value in moral education content; 3) excessively emphasizing on idea education, excluding reality tendency of moral education content. The reason why these problems begotten is in several aspects, one of it is that construction of moral education content system in universities is unsuitable for the situation of social development, for age factors and idea feature of students, and scientifically selects, establishes, designs moral education content system in practice according to the whole moral education aim and systematic principle. Therefore, discussion on and abiding by foundation and principle of construction of moral education content system in universities could theoretically indicate construction of moral education content system in universities. The fundation of construction of moral education content system in universities including: the character of moral education aim restricting to moral education content in universities; the depth and range of physical and psychological character and moral level of educatees restricting to construction of moral education content system in universities; the pertinence of requirement of situation and real condition of students' idea restricting to construction of moral education content system in universities. Themain principle of construction of moral education content system in universities is: the unification of scientism and subjectivity; the unification of society-oriented and individual-oriented; the unification of reality and direction.
