In the 1980s, the policy of family planning in China affected the people in the whole country. Since the implementation of "one child" family planning policy, China's population control had acquired effective achievement. The low birth rate was stable, and eased many contradictions between population and resources .And it also promoted development and progress of the national environmental and socio-economic. The population policies and the wishes of people was the principal contradiction in China's family planning work. After 30 years'hard work, people's fertility desire and fertility behavior had undergone major changes. The total fertility rate of women had changed from 5.8 to 1.8. In this paper, the "birth will" , which as a measure, will measure the conflict between the people's will and the national policy. It is significance to study the fertility level of a certain period through the survey data .The experience of many developed countries shows that the population of a country has no direct relationship with the social and economic development. The population of the implementation in the 1980s promoted the fertility to decline, and controlled excessive growth of population, and also, change people's concept of fertility and reproductive value orientation to a certain extent, and achieved the expected population benefits. However, it also lead to many social problems. Therefore, the study of the history of 1980s'evolution of reproductive policy and the outlook of future fertility policy are extremely important.
