The government controls the resources, what including education and kinds of social resources, to promote balanced development of urban and rural education, the functions of government cannot be ignored, it is the key of all. Give an equal opportunities in education and learning to every students are the duty of the government. How can the government should to do, so that he neither absence nor offside, and achieve the balanced development in the last? In view of this situation, I analyze carefully, and put forward the opinion that the following tendencys exist in the development of urban and rural ducation of local government ,such as the tendency of urban fiscal policy, education policy, urban orientation and public goods supply system. The problem here is traced to the problem of the external and internal factors of the government, the weak position of the government promotes that. Thefore,the local governments have all carried out a useful exploration. According reference, the article point out that the government should play three roles in the balanced development of education in urban and rural areas: the roles of provider of public goods, the roles of the referee and the roles of information transmission and put forward some suggestions.
