Along with the coming of information-based teaching and teaching management infomationization, the traditional university teaching management concepts, management processes, organizational structure, have been unable to adapt to the changes of environment. For a long time, universities in our country executed the procedure and organizational structure that"the information needs to reflect up level by level, and to arrange level by level, too", which not only influences the operation efficiency and effect of work process, reduces the service capacity of universities, but increase the administrative expenses. The conflict between teaching management informationization and traditional teaching management process causes that the work process is uncertain, responsibilities and rights are unclear and the human factor disturbance is serious, causing confusion in management.First, in view of the new situation of university teaching management both at home and abroad, the paper introduces Business Process Reengineering (BPR)'s related concepts, content, principles, methods and procedures and related theories about university teaching management and the analysis of restoration correlation factors, which has laid a theoretical basis for university to carry out business process reengineering.Second, this paper describes and analyzes Yan Shan University's overview, features of teaching management, and the present situation of teaching management organization and its process. It also reveals the existing main problems from 4 aspects: organization structure, business process, and the personnel of teaching management and idea, proposing process reengineering is the core of the reform of university teaching management in information time.Third, in this paper the theory of business process reengineering is employed to carry out the optimization for Yan Shan University's teaching management process, proposing the target and content of optimization. In the meanwhile, the steps of university teaching management process is constructed and the teaching management organizational structure based on process is reorganized, expecting to improve teaching management performance. Through the analysis of the changes before and after Yan Shan University teaching management process reengineering, the constructive advice for improving Yan Shan University teaching management process reengineering is proposed.At last, the safeguard mechanism which supports teaching management process reengineering to realize is proposed: updating teaching management idea; establishing humanity teaching management system; constructing teaching management information platform support system; building a learning-oriented teaching management team, providing the safeguards platform for the effective implement of teaching management process.
