China University of Petroleum (East China) has upgraded its strategic status to a higher level, which urged its secondary college to transform its development strategy. College of Economic Management has been lagging behind the development of the school due to its non-petroleum feature. Now College of Economic Administration is in its transition process from a teaching college to a teaching-research college, and it is a typical case among all non-petroleum colleges. Thus, the research about the strategic transformation of College of Economic Administration can enrich the theory about the development of secondary colleges, which is the theoretical contribution; also it has referential significance for the transformation of other teaching colleges in China University of Petroleum (East China) and secondary colleges in other universities. Firstly, this paper points out the significance of this research, summarizes the situation of study and introduces the research method and technical routes. Secondly, this paper makes a comparative analysis of famous business colleges at home and abroad, and states their process routes and the referential significance they have on College of Economic Administration of China University of Petroleum (East China). Thirdly, this paper analyzes the state of College of Economic Administration, adopting PEST analysis method to research external environment and SWOT analysis to discuss the strategic positioning. Fourthly, this paper proposes the goal and significance of the transformation and points out some vital problems that should be solved. Fifthly, this paper proposes a set of solutions for the successful transformation of College of Economic Administration, including reforming management system, strengthening subject construction, optimizing the teaching staff, promoting research abilities, enhancing personnel training, boosting service ability and reinforcing employment of students. Finally, this paper draws a conclusion.
