Universities undertake the task of training high-level and high-quality builders to the motherland. College teachers are the first resources to university resources. The young college teachers (defined as under 40 years old) is the most valuable resources that have plasticity and development. Concerned about the characteristics of young college teachers and implement based on the needs and development of young college teachers in a full range of incentives is the new developments in stimulating university teachers.It can maximize the mobilization of young college teachers in enthusiasm for work. It has important theoretical meaning and practical significance.The article analyzes the domestic and international incentive mechanism for young university teachers. With the teacher supply forecasting and the survey of young teachers in Tianjin University of Science and Technology and the interview data analysis, the article studies the psychological characteristics, professional characteristics, demand characteristics, behavioral characteristics and the factors mobilizing the enthusiasm of young university teachers. Based on incentive theory, in accordance with the basic principles of constructing incentive mechanism system proposed in the dissertation, combined with the actual university management and organizational behavior theory, psychology, sociology, from the perspective of management, team building, the perspective of environment, cultural level, material incentives and moral incentives and so on, the article starts young college teacher incentive mechanism design. The incentive system constructed in the article includes improving the performance management incentive mechanism, improving the salary incentive mechanism of young teachers, growth incentive mechanism, incentive mechanism of spirit, incentive mechanism of organizational culture and self-incentive mechanism.Through the effective integration of a variety of incentive mechanism, the paper systematically studies of a young teacher incentive system.This incentive system not only meets the psychological needs of young university teachers, but also reflects the requirements of the growth and success of young university teachers, at the same time it plays an important role in their self-motivation and the intrinsic motivation. It inspires the maximum sustained motivation in the work of young teachers.The enthusiasm of young teachers gets the best play.
