In recent decades, the scientific misconduct of Chinese academics becomes more serious. Former professor of East China University of Science and Technology Hu Liming was disciplined for plagiarism and the professor of Beijing University Wang Mingming was stopped enrolling PhD and was dismissed all the administration duties for the same reason. This was caused by the over toleration for anomie actions. Many people take a chance on they can't be found out. However, this neglect of academic fraud and take a chance interfere with the healthy development of the academic circle. Obviously, such academic circle has no innovation capability but always low-level repetition. The scholastic work generated under this certainly has no help for the progress and long-term development of civilization. Therefore, we not only need to find the roots, analyze the reasons, complete education system but also need to find the way that really solve the problem and fundamentally stop or prevent the anomie actions happen again. Studying the academic morality anomie actions of graduate student not only finds the education root, but also need to find the society root and on the basis of finding the education root to operating the academic morality education better. Completing this problem has an active effect on moral education development and can complete the theoretical system of university morality education. From the macroscopic view, this can help society and government to make the policy that benefit the development of university academic; from the middle view, this helps the university to make punishing measure and educational program; from the microcosmic view, this provides more theory support for self moral cultivation."Academic corruption"is in the broad sense, in connection with the style of study and academic abuse that consist in academic circle and higher education scene. In the narrow sense, at least it includes the academic corruption, scientific misconduct, academic anomie actions and so on. Academic morality anomies actions mean the academics achieve their own value target in society through the way against the academic morality standard. To realize the target of good governance in the Chinese education circle by governance theory, first it needs to remove the theory limitations of it and, at the same time, affected by state's actual conditions and finally combine with specific features of fostering the graduate student to govern and develop the academic morality anomies actions.Following the academic morality anomies actions happen frequently, the anomies actions assume many forms that can be summarized as follows: change the test data randomly which doesn't exist but meet the paper's requirement; add the reference randomly; twice submissions or multiple submissions; put the other's conclusion or part of the data into their own paper and published without the permission from the copyright owner. All the anomie actions above will bring the university even the society a number of adverse effects that can be summarized as follows: 1, It harms the education and breathing of new ones; 2, Hinder the science to develop; 3, Aggravating the corruption of public morals. The reasons of graduate student's academic morality anomies actions include the outer factors and inner factors. The outer factors are government and society condition; inner factors are university, tutor and graduate student themselves. This paper expounds the detail concerning the factors above.Through analyzing the experience of graduate students'moral education of developed country we know that it needs to pay more attention to freshman transition and put the faith into the student handbook; giving the moral lesson in university and enhance the academic moral notion; emphasize bring the academic capability of graduate students and increase research practice; provide the good academic atmosphere and the tutor should play an important role in introduction; the university should set the moral control mechanism, supervise the operation of paper evaluation system.Finally, taking the graduate student education situation into consideration, we need to control by the following ways: First, to reinforce and pay attention to the academic virtue education of the graduate students, which includes enrollment education, legal education, scientific writting theory and method trainning. Second, put the tutor into fullplay in the process of cultivating graduate students. Third, to establish a scientific academic evaluation system. Fourth, creating a healthy academic entironment.
