Abstract/Summary:
Higher Education is the trend of development of higher education of the word, which reflects the call of the times and the historical necessity. One hand, according to the planning of development of higher education, it must reach 40%enrollment rate in 2020, while the gross enrollment rate was only 9.8%of school-age population in 1998 in our country, it is a far way to reach the targets of higher education popular. On the other hand, our country must also take measures to meet people's increasing quality of higher education, in particular the demand for higher education. To this end, the Ministry of Education established in 1999, a large enrollment of higher education policy, but because of university resources and the state-run investment in higher education is relatively limited, relying solely on public universities to complete higher education is a very difficult task, therefore, seek a new development of higher education in line with our national conditions and patterns become imperative.During the mass process of higher education, in order to compensate insufficient resources for running school, the private capital and high-quality educational resources are totally used in independent college by government according to new mechanism and new model to run subordinate colleges, which bear 30%of our undergraduate training mission, and is an important part of higher education. Teaching quality is the lifeline of higher colleges, and also is the necessary requirement for the sustainable development of independent colleges. The independent college in China is still at an exploratory stage, so there are still many problems in its development process, especially the control of the teaching quality and the building of educational assurance system, which play a vital role for the achievement of the healthy development for independent colleges.To in order to build a scientific system of internal control quality of teaching, first, the author has analyzed the quality assurance model collation at home and abroad, to fully absorb the outstanding achievements. Second, the author surveys the literature and empirical analysis of the key features and independent institute and the quality of teaching status, but also the quality of teaching analysis of factors affecting. Again, the author studied the Independent College Teaching Quality Evaluation System, with the Ministry of Education Institute of Education released an independent evaluation system compliance monitoring system to guide construction. Finally, the paper draws a comprehensive quality management theory and ISO9000 quality standard system as the construction of the theoretical basis for monitoring the various system elements within the system for effective cultivation, integration and use, to build a scientific and orderly independent internal control system of teaching quality. The control system is consisted of six components, namely:teaching quality philosophy system, organization system of teaching quality control security system, teaching process quality control system, teaching information system, evaluation and diagnosis system, and feedback and control system, the closed loop is built trough interconnection between systems, thus to ensure gradual improvement of independent college.
