In The View Of New Public Management The Current State And Countermeasure Of The National Fitness Service System In Wu Han Metropolis Circle

So, how to work to Sports Public Service for the perfect system has important practical value and historical significance in building resource-saving and environment-friendly society.Based on the logic of administrative and political, the traditional public administration view executive as a pure technology far from away politics, showing efficiency is first value, lack of value of public service management purposes of reflection, recognition and internalization. At the same time, it set off a new public management movement for"three-E"goal(Economy,Efficiency and Effectiveness). New public service system is undoubtedly considered both effective outputs——the fairness of public service and how to better develop and utilize resources to achieve its theoretical system under the limited resources. Therefore, to analyze realities of sports circle in Wuhan metropolis circle, and to analyze the possible improvements with the new public management theory for the urban circle the construction of resource-saving and environment-friendly society has important applications Value.Through a review of researching about National Fitness Service System in China, we could find this system is divided into the following subsystems habitually: policy and organizational services systems, resource allocation system and activities services system. So this simple classification can not analyze logically phenomenon and nature, phenomena and inherent of logic of the National Fitness Service System that to make a persuasive explanation for what kind of reform principles and logic of original system. Based on the analysis of logic of fitness service system, presented personally, activities services system of sports public service system is combination of results which produced by the policy and organizational services systems and resource allocation system in space . Comparison the development of domestic and international sports activities can be found that activities services system has no longer to be limited in fitness activities, but the system development towards the diversification of activities such as leisure sports, sports tourism and adventure sports. Therefore, it needs new ways to solve who is better for the provision services the government, market or third sector. Theoretical basis of New public management——Pareto efficiency improvement is important theoretical basis to analyze which one could provide best quality of service, extension of sports administration or organization——public institutions market or third Sector. The ratio between the three departments will be subject to policy-oriented of the business and industrial development of Wu Han metropolis circle. In the China's historical background and conditions of gradual reform, how to better adapt to increasing fitness activities of the people in metropolis circle, it needs urgently government applications"visible hand", to reform the sports activities as a leader, to plan and layout the main service and resource allocation macroscopically.To analyze the status of the National Fitness Service System in Wu Han metropolis circle, this paper made the following recommendations for reforms of the National Fitness Service System. First, changing concepts, strengthening the policy guidance and enhance the role of market and third sector in the fitness services. Second, establish a"Trinity"fitness service system to adapt the requirements of diverse activities. Third, the resource allocation systems take into account the main features of diversity. Fourth, combine with the spatial characteristics in metropolis circle to build diversified sports circle.
