Research Of The Government Information Publicity Of The Population And Family Planning Work In Huibei Province

From May 1,2008, when China's regulations of the government information publicity were implemented formally, our government information publicity work in population and family planning is gradually standardized and legalized through two years'implementation.Departments of population and family planning at all levels pay much attention to the information publicity and have taken a series of measures to impel the information publicity work, such as building the Sunny Family Planning program, setting up total population information system, pushing forward the work of administration by law, establishing the network of population and family planning, etc.In general, China's government information publicity work in population and family planning work has achieved good results. However, there still exist many problems. Enhancing the research of government information publicity work in population and family planning and improving its level is a theoretical and practical issue which is needed to be explored.Using the basic theories of sociology, administration, demology and statistics, this paper illustrates the theoretical and practical significance of government information publicity work deeply, sums up the effects and experience of government information publicity work in population and family planning, analyzes and points out the problems, and finally puts forward some strategies and suggestions.The paper consists of the following four parts:The first part is the introduction, which briefly illustrates the research significance of the paper, sorts out the related studies at home and abroad, then states the research idea and main contents of the article.The second part represents the theoretical foundation and practical significance. This part consists of two sections, the first section states the theoretical foundation of the government information publicity, including three aspects:the polity defines the government information publicity, the government information publicity is an essential requirement to build a service-oriented government and to safeguard citizen's right to know. The second section represents the practical significance of government information publicity-it can help to improve government's public credibility, raise the level of administration according to law, push the process of combating corruption and promoting incorruption, speed up social and economic development and improve the international image of China.The third part analyses the current situation of the government information publicity of population and family planning work in Huibei province. This part is made up of three sections. The first section summarizes the work of population and family planning and analyses its particular rules. The second section summarizes the progress and achievements of the government information publicity of population and family planning in Hubei province. The third section shows the problems of the government information publicity in population and family planning. The following is a list of the problems:it is lack of ways to conduct the work, which make the rural areas become the weak pocket of government information publicity, its content is not enough, which hampered the role of e-government to be given into full play, the workers are not clear about the population and family planning, the masses have weak awareness of the right of population and family planning so that the government information publicity in population and family planning is lack of thrust and aftereffect stamina, the government information publicity work in population and family planning is unfulfilled so that the rewarding and supporting policies of population and family planning in some areas cannot be put into effect.The forth part proposes the countermeasures and suggestions of perfecting the government information publicity work in population and family planning, including enriching the patterns and methods of it, Grasping the opportunity of the "Sixth Five Year Plan" on Legal Popularization to enhance the citizens'awareness of rights, establishing and improving the evaluation mechanisms of the government information publicity work in population and family planning, furthering the Sunny Family Planning program, and improving the total population information system.
