In recent years, the environmental protection is paid attention to because an abundance of environmental problem exists with the economic development and the population growth. In order to understanding scientifically and develop harmoniously the relationship between human and nature, environmental education and popularization environmental protection is necessary in significance. Enhancing environmental education in middle schooll is one of the most important propositions of the international environmental education development and research.To guarantee the implementation smoothly for environmental education, what is a precondition of curriculum-resources develop. Comprehensive practice is an important characteristic of environmental education. Emphasize processed and lifelong learning is the current philosophy of education. In this paper, the introduction discusses about the theoretical basis and operational significance of practical curriculum resources exploitation by taking the case of urban water environment. As the idea of environment protection is widely spread, the education is beginning to seek a way to improve the environmental consciousness of people, and the environmental education comes into being with historical background and practical significance. Curriculum is an important carrier of developing environmental education for realizing teaching objectives. Carrying out environmental education in practical is an inevitable choice for environmental educational ideas to integrate students'life experience and the characteristics of comprehensive practice in environmental education.In order to possess an overall understanding to the urban water environment and expand field of vision in curriculum resources exploitation, we design some practical cases about pollution sources, the contaminations and the pollutants control. We proceed to design practical case contains three levels based on the different of students in the cognition regulation and the demands for environmental knowledge for meet the requirements of most of the students and other peoples who want to get more environmental knowledge. In this paper, we design four practical cases according to the law of cognition, that are contamination survey of Shanxia River in Wenzhou, water quality investigation at Putuo in Shanghai river net, determination of total phosphorus in water and visit the municipal wastewater treatment plant, for acquiring of knowledge and skills, understanding of scientific research method and forming a good environmental awareness and values in practice.We should establish a new relationship between teachers and students, which regards the students as the main body and considers the teacher as leader, in practical education activity, and fully take advantage of social resources and integrate all the beneficial resources that accomplish the goals of environmental education into the system of curriculum development.
