In other words, among the various elements in the process of education and reception always combined organically in together, education in ideology and politics is no exception. Achieving the goal of ideological and political education dependent on the pedagogue's reception. The effect reflect by the educated reception. It is useful to enrich and improve ideological and political theory, to strengthen the actual effect, which reception theory applied to ideological and political education.Maritime students have become the backbone of the nation of shipping career, shouldering the heavy burden of developing the water transportation construction. Their political and ideological level, will directly affect the development of the socialism shipping career and the construction of the modern socialist country. Therefore, we must bring up and improve continually their ideological and political quality, on the basis of strengthening and improving the students' task of political and ideological education. The third part, on the basis of above researches, enhance countermeasures of strengthening the reception effect of students.
