From the late 1980s to the early 21st century, rural education, especially the comprehensive reforms of rural education have been experiencing the profound transformations. During the last two decades, great developments have been made on the comprehensive reforms of rural education, not only in promoting the development of the reforms on rural education greatly, but also in accelerating rural social and economic developments effectively. By analyzing and summarizing a county's developments of rural education reform, the direction of developments on the current comprehensive reform of rural education is re-thinking and at the same time, some references are provided for the western regions'development of rural education.This study employs empirical investigation and document analysis, selecting the comprehensive reform of rural education in Yubei District, Chongqing City. Through accessing the relevant literature, visiting more than 10 primary and secondary schools, and interviewing some students in Yubei District, the related information and data are collected and analyzed on rural education, and then some experienced models and the characteristics of each stage have been obtained on rural comprehensive reform and development. The study mainly contains six parts:The first part briefly introduces the main research questions, purpose, meaning, current situation, research methods, focus, difficulties and innovation of the study. From part two to five, the writer discusses four important stages of rural comprehensive educational reform and development in Yubei District, which includes the stage of exploration (1987—1989), the stage of full implementation (1990—1996), the stage of promotion and expansion (1997—2007), and the stage of stage of the comprehensive reform of urban and rural education (2008—2010), analyzes the background of rural comprehensive educational reform and development in each stage, summarizes the advantages of rural comprehensive educational reform and development, and find out the main problems of rural comprehensive educational reform and development.The sixth part, which is based on the last 20 years of rural comprehensive education reform in Yubei District(formerly Jiangbei County), presents some suggestions on the development of the comprehensive reform of rural education. The first one is to establish a fair, balanced and sustainable development of urban and rural education; the second is to straighten out the government behaviort, and to definite the educational authority's functions; the third one is to stabilize the rural teachers and improve teachers'overall quality; the fourth is to carry out the "three teaching co-ordination" work,and construct the new rural education mode; and the last one is to promote the combination of "agriculture, science and education",and accelerate as the process of science popularization.
