Research On Inner Governance Structure Of American University

Scientific and rational University Governance Structure is the cornerstone of the Modern University System.University Bylaws,as Constitution of University,not only the link of university and exterior(Government and Society),but also the foundation to manage the university.Therefore, the construction of University Bylaws can be the ideal route to build Modern University System.Construction of University Bylaws is very important.For exterior,it supports the foundamental law to set up a special kind of relationship between university and external parts and manage education by law.For interior,it improves University Internal Governance Structure,changes the relationship between all kinds of stakeholders and unifies development goals.American University Bylaws originates from charter which has deep source of law; Bylaws are established by the top leadership of the University---Board of Trustees;President is the head administrator of university,who is elected by Board of Trustees;Aacademic freedom and the way of administration of scholarly work by the professors are provided in Bylaws;Rights and obligations of students and teachers are clearly provided in Bylaws;With the changes of surrounding and itself, serious and clear amendents are established in bylaws.Base on the analysis of American University Bylaws,our country should enhance the understanding of University Bylaws,in order to improve the legal status of University Bylaws.In addition,it is significant to find a method to build bylaws to the universities,to notice the institutional arrangement of university internal governance and to establish Modern University System.The article is divided into five parts which is composed of four chapters of texts and one chapter of conclusion.The first part is preface,which is mainly about research background,research purpose,research idea,research approach and innovation point.Besides,to summarize the status of current researches.The second part is composed of concept definition and the relationship of the two concepts.The third part has two research approaches-comparative method and text analysis.It is composed of status analysis of University Balaws Textes, the in-depth text analysis of Balaws Textes of Yale University,University of Michigan and Cornell University and reveal the governance elements of governance balaws.The fourth part is revelations,which contains the need to enhance.Understanding of University Balaws;improve the legal status of University Bylaws;reasonable election process of president and term of office and persistence of administration of scholarly work by the professors;ensure Administration of the University by the President and Administration of Scholarly Work by the Professors;reasonably develop the relationship of university and exterior.The fifth part is conclusion.
