Along with the strong proponent of web education and the increase input, and with continuous improvement of the technical support, the network education resources is increasingly important, which has been widely used in basic education, higher education, corporate training and other fields. As network infrastructure resources, in recent years the number of Education courses has been greatly increased, however, there are many kinds of problems in web course. To ensure the quality of web course, the web course evaluation has become increasingly valued by experts and scholars. In recent years, many experts and scholars have made a number of important studies on curriculum evaluation; they proposed numbers of valuable reference index and evaluation model of web course, these researches provide a reliable foundation for this paper. In this paper, after studied and summarized the relevant domestic and international research, according to the characteristic and the principle of the web course, author introduces the method of cloud model in data processing. During developing, author uses the dynamic pages and database technology, designs a set of evaluation software that can be embedded into the web course. This paper is focus on the evaluation model based on cloud model and the software design and development. Web course evaluation model should be dynamic, hierarchical, multi-attribute, which can provide more comprehensive and timely feedback to developers and teachers, and promote the construction and development of web course.Through testing, the system is running well, and achieves the desired objectives. In the end, this research work has been analyzed and summarized, and points out the direction for further research.
