New rural communities is an innovative model to adapt to the new country construction in the process of exploring the urbanization and modernization in China. Geographically, the affairs of new rural communities becoming more complex under the impact of advanced political, economic, cultural and other changes in the process of urbanization. Consequently, villagers'objects of participation become richer. For the contact links of communities, social networks as well as social structures of communities have been changed on the promotion of urbanization and modernization. Accordingly, the subjects of community participation are influenced by more factors. On the background of this social transformation, only selected the perspective of community participation in public affairs outside the political aspects, based on the questionnaire survey and the interview method, with the theoretical foundation of the social capital theory and rational choice theory, to find the problems in the construction of new rural communities and explore how to make villagers to participate more actively in it by describing the present situations of villagers'social participation in new rural communities.Through the study, firstly the awareness of social participate of the villagers is not high and the cognitive approaches are wide. Secondly, the sense of villagers is passive. The degree of phenomenon of political advocacy and motivation is high. The benefit links and the recognition of the community are the main participation motives. Thirdly, the villagers" community social participation is not enough as a whole. The actual participation is weak while the will of participation is relatively strong. The main contents of participation are new rural co-operative medical system, physical examination of women and children, job training, agricultural technology training, social assistance, etc. The participation level is low. Most villagers still stay in the attention and passive executive session. Organized and deeply participation is only for a few village officials and village representatives. The frequency of participation is low with high intermittent and randomness. Fourthly, the will of the male, the aged, the people with higher education level, the villagers work in the village are more actively. Steady incomes will help in the maintenance. The village officials and party members participate more strongly than common villagers. Finally, the study also found that villagers in new rural communities did not show that an expected broader and deeper participation behavior. How to promote the villagers of new rural communities to be more actively participating in the building of community remains to be done.
