Since 1999, China has adopted the policy of enrollment expansion and the higher education institute has gradually shifted elite education into popular education. Popular education of higher institution is a double-edged sword, through which not only educational period for citizens is extended to enjoy higher level of education, but also many problems on the development of higher education institutions are generated. The issue of assimilation in developmental orientation of regular higher education institution is ranked among those problems. The orientation of higher education institution means that the planning and goal within certain period must be determined according to the requirements of economic and social development as well as the university's condition. The orientation of higher institutions is both the fundamental basis for the reform and development of university and the fundamental starting point for the sustainable development of university development. The assimilation in developmental orientation of higher education institution will affect the process of higher education institutions development and the quality of higher education, by which will waste social resource. The thesis will further refine the issue of higher institutions orientation which mainly specifies in three aspects of developmental goal, developmental scale and developmental speed. Therefore, the reasons of the assimilation have to be found out in order to propose a solution for the scientific development of higher education institutions and provide reference for scientific developmental orientation for higher education institutions.Based on the method of literature analysis, case studies and interviews to make research on the developmental orientation of higher education institutions, the thesis which has analyzed the achievement and shortcomings of existing research results to found out the problems existed in 30 pieces of higher education institution's development and planning deploys the underlying causes of this kind of phenomenon, compares the related study of abroad and home and draws on their good experience to solve the problems.This thesis is divided into four parts:The first part refers to the problems existed in the survey about the orientation of regular higher education institutions in China. It will start from the survey on the present condition of regular higher education institutions developmental orientation and introduces survey design, sample selection and investigation planning. The problem of higher education institutions will be found out during the research.The second part will discuss the hazards of the assimilation in developmental orientation of regular higher education institutions which will be discussed from impracticable development of goal, speed and scale.The third part will analyze the reasons of the assimilation in developmental orientation of regular higher education institutions. It will be analyzed from the internal and external impacts on the developmental orientation of higher education institutions.The fourth part will give the strategic thinking on avoiding the assimilation in developmental orientation of regular higher education institutions. Draw on good experience of developmental orientation of higher education institutions from abroad, avoiding the assimilation of developmental orientation should be proposed according to the requires of university, government and society.
