Research On The Northeast Normal University Government-subsidized Student Loan Scheme Management

Government-Subsidized Student Loan Scheme formed in the background of China’seducation reform.In order to alleviate the resources scarcity after the education reform and equalize theeducational opportunity, the People’s Bank of China, China’s Ministry of Finance and China’sministry of education extended GSSLS across the nation after rolled out a series of pilotproject in the eight cities. China had constantly adjusted and improve GSSLS policy in thepast decade. Benefit from this, more and more poverty students could enter the university tolearn knowledge, obtain degrees and get established in society. But there are still some factorshindering the development of GSSLS，on one hand, the bank may stop loan to avoid the riskfor breach of contract, on the other hand, the university concerns and spare loans in order toreduce the financial risk of the loan. If the GSSLS hindered, a large number of poor studentsfall into the education perplexity again. Therefore, in order to ensure the effective GSSLSsustainable long-term development and make more poor students benefit, it is necessary tofurther improve process and rules in loan procedures and collection procedures.At present most of the Chinese scholars research GSSLS focus in the field of publicpolicy, evaluate the effect of the policy from the macroscopic Angle, discussed and analyzedwidespread phenomenon, and puts forward some countermeasures. Based on the NortheastNormal University student loan management as an example, This article analyzes the risk andtechnological process in financial management of Northeast Normal University student loan,summarizes its positive results, analysis its problem, then put forward the improvementmeasures.This article is divided into five parts. First of all, we described the research content andsignificance. Secondly we elaborated on China’s GSSLS policy and system. Third, use theNortheast Normal University as an example, summed up its good results and availableexperience in management mode. Fourth, this paper discusses the problem in riskmanagement and financial management, based on this, analyze the causes and put forwardcountermeasures and suggestions. In the last part of the article, we summarizes the point ofview, causes and measures, put forward the hope of all economic entity in theGovernment-Subsidized Student Loan Scheme system.In this paper, the difficulty lies in the northeast normal university’s national student loanpolicy implementation survey questionnaire design, distribution and recycling, the objectivityand reliability of the questionnaire data collected, and how to through the analysis of datasummed up the school in the national student loans and post-loan management features andwhich can be used for reference for the national student loan policy suggestion to theimplementation of the correct. Due to the previous studies tend to focus on macro publicpolicy discussions, not combined with the data of colleges and universities to financial risk control research as the breakthrough point, so this is also the innovation of this study.
