Under the new situation of the socialization and lifelong education, the proportion of distance education in the education system is increasing. The developing of network technology made the Web learning becoming the support of distance education. Web collaborative learning is an important form of Web learning. Because of its personalized interactions, group interaction, real time teaching communication and non-real-time teaching communication and many other advantages, Web collaborative learning is becoming more and more learners'main learning way. According to the survey, we found that although it has outstanding advantage at courses learning and the developing of students' collaboration ability, but this feature has not been very good play. The efficacy of web collaborative learning has not been fully demonstrated. By studying a large number of documents, we found that many scholars have begun to study web learning, and a large number of research results emerged in recent years. By analysis we found that these studies are primarily focused on instructional design and environmental design. It is focused on the present course, the construction of the environment, in other words, it is just focused on the knowledge representation level. However, the study on the students'acceptance process of the knowledge was less. Because the learning motivation deduces rapidly, many learners with high enthusiasm at the beginning exit after a period of study. And this phenomenon has not been improved. It is mainly due to the lack of management in the process of learning activities under the network environment. This learning activity management must adapt to the characteristics of web collaborative learning, and can improve network performance. Therefore, the study of the management of web collaborative learning activities and the exploration of the learning activity management methods for remote collaboration learning activity are of great significance and application value of the theory.Using a number of research methods, including literature analysis, interviews, field trip, case analysis, system science, the paper has done some research work about the management of web collaborative learning. The major research work includes the following four aspects.(1) Some research is about the base of web collaborative learning activity management. The related concept has been defined. We seek relevant theoretical basis and get inspiration from different perspective of psychology, pedagogy and management. And we determine the basic management concepts about Web CL.(2) By depth analysis on the characteristics of web collaborative learning and the main present problems in the learning activities at present, we found out the main factors affecting the performance of activities, reposed corrective measures and laid down a specific management scheme.(3) The design and development of web collaborative learning system design. Develop a system platform special for web collaborative learning. By using object-oriented software design method, we do system requirements analysis, structure design, functional design, and detailed design.(4) For experiment, put this system platform and management scheme into teaching. Through analysis of application results, we do some adjust and improve on this management solutions and system platform.After a series of studies, a certain amount of research results had been made.(1) By referring the main idea of Strategy-Focused Organization model, we develop the main idea of web collaborative learning activity management. This idea includes four important components: Web collaborative learning needs an IT platform for its characteristic as a support; Transform the learning objectives into some measurable indicators and bled them into activities links; The management scheme is in constant development, is a circular spiral development process constitute by the four links: formulate, implement, review, improvement; The management of learning activities process needs a combination of implementation tools.(2) Develop web collaborative learning management rules in the five areas: personnel management, destination management, environmental management, process management, evaluation management.(3) Using the Ajax structure of Web2.0 technology, we design a web collaborative learning system to meet the three different user needs of the teachers, the students and the administrators. This System has high portability and extensibility. In addition to the function modules which often used in other learning systems, this system increases the two modules of Task Manage and the short message. These two modules can play an effective supervisory role in the study. System divides the discussion into all the discussions and group internal discussions to improve the adequacy of student interaction.(4)Putting this system platform and management scheme into teaching practice, we verify that the management scheme and the system design are feasible and effective. Web collaborative learning is developing constantly in the form; the management of this form also cannot be immutable. With the changes of social demands and constant advances in technology, management rules need to be constantly enriched and improved.
