If people do not study, they will never know the rule which is both the transformation of behavior and thinking mode and the understanding of natural law. From a macro-perspective, the developing power of human history is our constant exploration for natural science and social science. The important revolution in the economic and social fields has close relationship with education and major scientific breakthrough. Therefore, visible knowledge and technology is an inexhaustible motive force of the civilization of human progress. More and more social common attention and respect is given to teachers who are the direct participants of education, and their social status has been improved significantly in recent years. Respecting teachers is one country's most important virtue. Problems in the education area regardless of the size should not be neglected, as education can make people feel good and the mind harmony is the foundation of family harmony. Family which is the whole society's basic cell could decide the social harmony.Education which is the means to shape the human soul and change destiny is highly valued by our government and the whole society. With the people's living standard improving in recent years, more and more parents want their children study in the best schools. The school-choosing problem in the stage of basic education is becoming more and more serious, and there are many means to select schools. How to solve the school-choosing problem in the stage of basic education is the work emphases of the education administrative department and all levels of government.This paper discusses the ways and methods to solve the school-choosing problem in the stage of basic education based on Public choice theory and Milton Friedman "education voucher" ideology. In fact, the school-choosing phenomenon compensates for the local finance for education funds, and helps improve the educational condition. However, school-choosing is a double-edged sword. Basic education school-running strategies led directly to a series of problems such as education fair problem and rent-seeking problem. All the emergence and development of this phenomenon has huge economic and heart burden on the parents and students. Although our country has already prohibited the charge of school-choosing, some so called good schools charge the school-choosing fee in different ways. The school-choosing fee is an important source of funds and the hotbed of breeding education corruption. This paper has an in-depth study on the school-choosing problem in the stage of basic education through questionnaire, literature methodology, empirical research and statistical analysis, analyses the root of the problem and put forward corresponding measures.
