Studying On Personnel Credentials Management Of Super Large Sporting Events By Public Security Bureau

Basing on security needs, public security bureau has been responsible for personnel credentials management in super large sports events (Hereinafter referred to as personnel credentials management). However,with the rapid development of social economy and the integration between the various fields, super large sports events have now affected the society, politics, economy, culture, tourism and many other aspects of complex social activities.Presently research on personnel credentials management for which the public security bureau is responsible is almost a blank field. As an important means of managing and controlling personnel in super large sports events, the importance of personnel credentials management has still not been drawn enough attention by public security bureau, so that the basic research related to personnel credentials management is very weak. It not only leads to explore the basic content repetitively but also to have not formed a mature system and working mechanism for personnel credentials management, which has hindered development of research staff of personnel credentials management as a result and caused confusion in personnel credentials management in a certain degree.Drawing on the relevant content of Olympic Identity and Accreditation card management, this thesis points out the problems of personnel credentials management. Meanwhile it deeply analyses and discusses basic content of personnel credentials management, and then puts forward the principles of classifying personnel and personnel credentials management. Finally it brings out corresponding countermeasures to current problems of personnel credentials management. It provides a basic theory for public security bureau to construct personnel credentials management system. Furthermore, the contents of the system are also enriched. It also gives an experience and a reference to public security bureau about personnel credentials management in large sports events, sports events and many other events as well.This thesis consists five parts: The first chapter defines and classifies super sports events from the point of public security bureau who performs the function of public security, and also analyses the organizational structure and public security features.The second chapter outlines the concept, features, characteristics and significance of personnel credentials management and then puts forward the principles of classifying personnel credentials and personnel credentials management.The third chapter summarizes the status and problems of personnel credentials management.The fourth chapter focuses on introducing Olympic Identity and Accreditation Card management which is a more standardized system.The fifth chapter puts forward the relevant working mechanism which public security bureau should construct and countermeasures to current problems of personnel credentials management.
