Educational equity is the embodiment of the social equality, and the important measurement of educational development in one country lies in the implementation of educational equity, while the important measurement of educational equity will be decided by the implementation of fairness of the compulsory education period. Compulsory education is the cornerstone of the whole educational cause, in which the compulsory education in the rural area is the core of China's basic education, and its popularization will directly affect the development and progress of.the nine-year compulsory education and the compulsory education.The compulsory education plays a vanguard role in implementing the strategy of rejuvenating Anhui through science and education with elementary and overall importance, which is the important prerequisite for the implementation of equal educational opportunity and the key to cultivating the individual's lifelong learning ability. It is particularly true for Anhui province with the rural population accounting for the majority of the total population, therefore, the rural compulsory education is the emphasis and difficulty in the province's elementary education. In the context of building a harmonious society, implementing the Scientific Outlook on Development and building the new socialist countryside, education, as a foundational industry and strategic cause, will play a critical role in achieving abovementioned goals. However, in the rural education there are a lot more obvious problems and contradictions worth our careful consideration compared with the overall balanced development of education. The farmers, who belong to the disadvantaged and vulnerable group, have a strong desire to change their identity and social status through education. Now the idea has widely been accepted that knowledge can change destiny and education can influence one's lifeThis paper intends to explore some causes leading to the inequity in the rural compulsory education through an analysis of the current situation and some problems existing in the rural education in Anhui province. By summarizing the experience of the rural elementary education in the developed countries, the paper puts forward a series of measures and effective approaches which can be adopted by the government to promote the equal education in the rural areas, which involve popularizing the compulsory education and implementing the developmental strategy that distinguishes the town from the rural area with the educational resources favoring the countryside and the increase in the input of funds for rural compulsory education being guaranteed. Implementation of these strategies is expected to provide a solution to the issues concerning boosting the balanced development of rural compulsory education and educational equity, enabling the rural education to play a positive role in constructing the socialist countryside so as to promote the economic development and cultural and social progress in the rural areas.
