Research Of University Counselor's State Based On Diagnostic Competency

The counselor system started earlier in China. In fact, the political system established by College of the CWPRA in 1933 is the predecessor of the counselor system. In 1953, Tsinghua University first proposed and implemented the counselor system. Since the founding of PRC, the counselor as the backbone of ideological and political education in college has made an important contribution to the college development. In the new era, the ideological and political education in college is facing new problems and new challenges. Counselor's role in the ideological and political education will become even more prominent. In 2006, the Ministry of Education held the first meeting of College Counselors'Team Construction and clearly pointed out that it is important and necessary to establish a high-level college counselors'team. In this context, this article, access to some domestic and international relevant document about the competence study, combined with counselors'work experience in daily work, through some useful ways including questionnaires and functional analysis, is proposed to point out the importance and necessity of establishing the assessment system about college counselors'identificational competency , and put forward some innovative proposals in building the system. It is the improvement and supplement of college's existing human resources management system. The system is meaningful to improve counselors'working performance and efficiency, perfect university's human resources management system and ensure all rounds of work to go sucessfully.
