Education in modern society can provide people with opportunities of a fair competition and upward mobility in a society filled with unfairness, which help socially disadvantaged groups to change and improve their survival conditions, and promote social justice and maintain social stability. We had basically popularized compulsory education by 2000, since then innovating the financial system of compulsory education and advancing compulsory education to develop proportionally have been the focal point that we play close attention. This paper, based on existing research results at home and abroad and the principle of equality and compensation, mainly from economics, especially from public finance point of view, analyzes the fairness of public expenditure in our country compulsory education; It also analyzes the fairness of current situation and causes from two dimensions of the equalization of per student expenditure and distributional effects.This paper is divided into six parts together. Part One, the Introduction, describes the purpose of this study, research methods and ideas, the definition of related concepts. and summarizes the relevant researches on fairness in compulsory education; Part Two analyzes the theoretical foundation on the fairness of public expenditure in our country compulsory education; Part Three analyzes the present situation on fairness of public expenditure in our country compulsory education; Part Four analyzes the non-equality causes of public expenditure in our country compulsory education; Part Five investigates the practices of the balanced development of compulsory education in some countries abroad; Part Six discusses the optimized strategies of the fairness in our country compulsory education , with the support of equity and justice theory.Its conclusion: With the social and economic development, it has been relatively large among China's inter-provincial gaps of per student public education expenditure; The total amount assignment of three-level education has been coordinating roughly; The gap of the per student public expenditure in three-level education is narrowing gradually; From the dynamic perspective, the fairness of public expenditure in our country compulsory education has been improving in some degree, which reflects the tilt and vulnerable compensation for the education in backward areas. The causes of the unfairness in our country compulsory education are the huge gaps of the economic development in each place and the imperfect finance system of compulsory education. The balanced development of compulsory education has become the theme of times, but it's a long process to achieve educational equity. Perfection and innovation of the finance system in compulsory education can gradually resolve the problem, and continuously close to the rational goal of educational equity.
