A Study On The House Owners' Rights Protection Action In Urban China In The Perspective Of Daily Politics: A Case Study On The HB Community

The urban house owners'rights protection action is one of the most significant subjects in community research. It not only reflects the social concern on it, but also plays a critical role in the urban Community Construction and even the steady development of the whole society.In this paper, on the perspective of daily political and selected the HB community as a case, the house owners'rights protection action during the acceleration social transformation has been studied. Generally speaking, the house owners'rights protection action has two forms, ordinary and organization. Their cause and relation are studied in this paper. It is found that the management system reform in the urban community (including the reform of the urban housing system) creates a new public space in the social structure of cities. However, the coexistence of the new and outdated management systems is unable to effectively restrain the actions in the public space for the incrementality of the reformation. The deficiency of the supervision institution not only opens the door to the infringe action, but also robs the security of the house owners'rights protection action.From the theory of the relationship of"country"and"society","count-ry"created the"market"and"society"power through reform,but the power of"society"is still not increasing accordingly because of the deficiency of the supervision institution."country"is still amighty body who joins"mar-ket"to share the space of"society"'. how to balance the relationship of the above three points becomes a new bottleneck of the management system reform in the urban community. Meanwhile, the limitations of the house ow-ners'rights protection actions ask a more careful attitude toward the influece of th-e house owners'rights protection actions on the democracy social developm-ent in C-hina. This paper includes the following four chapters: The first chapter is in-troduction. In this part, the questions of research and current status are ill-ustrated. The research on this article are signed. The second chapter has re-viewed the evolution of the urban community management system and the power structure in urban community since the foundation of PRC. the hist-orical development and the power structure in the HB community are state-d as well. The third chapter analyzes the cause, characteristics and mutual relations of the ordinary and the organization house owners'rights protecti-on actions. The reasons why the house owner committee in the HB comm-unity has not established are also discussed. The fourth chapter is the last one. In this part, the essence of the house owners'rights protection actions is discussed based on the perspective of the relation between the country and society. Moreover, we discussed the influence of the house owners'rig-hts protection actions on the democracy social development in China. Final-ly, a brief discussion on the direction of the further study is introduced.
