According to all the change of the reform, the issue---the employment of retired athletes, begins to gradually transit from "distribution" by Government into be selected by the market. Though our governments have paid much attention to this issue and have done a lot of work for it. The reform of competitive sports reform, the particularity of Athletes-self and the improvement of the community demands on talent all of these factors have influenced the needs of the new situation and era, in order to adept this demand. This issue still need further improvement.By perfecting this issue, we will ultimately improve the level of the employment of the retired sports talents, and will have an extremely important practical significance and profound theoretical of maintaining the stable of our sports talents in the workforce and ensuring the sustainable development of our competitive sports。As one of the earliest reform and opening up area---SHANGHAI, its economy has developed; its institutional innovation is strong and it has deeply developed on market allocation of human resources. In connection with the factors in the Impact of the issue we analysis it is divided into the legal system factors, social and environmental factors, management mechanism factor, the overall quality factor and so on. And then we get the following responses:improve relevant policies and regulations to establish the legal system of Shanghai retired athletes placement; perfect "combination of physical education" to increase the content of culture and education; increase the support of government for vocational education on sports; encourage retired athletes to enter the market; construct a perfect sports training system for talents; establish the professional intermediaries, strengthen the "one-stop" service platform; perfect social insurance system of the retired athletes placement.
