The old-age security is the core of the social security, it is about the happiness of the old aging population, about thousands of families can be harmonious and happy or not. With the deepening and acceleration of aging in China, and also with the impact of old before getting rich, Chinese aging faces many challenges. In fact, on the issue of aging, Jilin to China just like China to the world, that is to say, China faces old before getting rich and deep extent of the challenges of aging, so does Jilin province. In this context, old-age security, pension issues become the concerns of the community and the scholars .Basically, we can start from two aspects to do the work of the old: First, meet the basic material needs for the old. Second, from the aspect of spirit, psychology to meet the reasonable needs of the old. As the development of the nation's economy, people's living standards have generally improved considerably, though Jilin is not a wealthy province, this survey shows that most elderly people are economically independent without full support of their children. And now the focus should turn to the mental support of the old. This survey finds that the elderly mental support in Jilin is lack of attention--the majority of the elderly are in the event of persistent low mood without treatment which easily affect the physical and mental health of older persons; he elderly mental support in Jilin is lack of care in the everyday life, from the long-term development perspective, the future elderly will have less number of children, the elderly are more likely to face serious shortage of life care; aging population has a low social participation, only 20% of the elderly participated in the community (village) in the activities; at last,it lacks the legal environment for the spiritual support.This is due to many factors. The emergence of a market economy and changes in family structure, reduce the supply of spiritual support to the elderly. But with the material needs of the elderly have been met, the old began to focus on their own spiritual needs, serious imbalance in supply and demand, leading to the current aging population in Jilin Province. As a special group of the old people which are called empty-nesters, their spiritual needs is more difficult to meet, and it increased the severity of the problem in Jilin Province. The mental support for the elderly is about their own health, happiness, it is also the effective means to maintain the inter-generational harmony, it is the need to carry forward the fine moral traditions. In order to do the work of mental support well, we must explore the influencing factors. Based on the Sino-French cooperation in social security statistical analysis ,I obtain the following conclusions: Economic support can not improve their spiritual support, either to life care. The emotional support and social participation is the important factor in the quality of spiritual support. Contact frequency between children and the elderly plays a positive role to the mental support. Socio-economic status has a complex effect to the elderly mental support. Education and economic status have little effect but occupational status has a certain influence on the mental support. The more stable the occupation the more quality of the mental support. In reference to Singapore, Japan, South Korea on the old spiritual practices, the paper proposes some countermeasures and suggestions to the quality of mental support to the elderly. To improve the relevant laws and regulations as a precondition, enhance the awareness of the elderly about their mental capacity as a fundamental support to increase their social participation, maximize the role of the family in the spirit support, develop community security. All the five measures work together, we can make an improvement of the quality of the elderly population.
