With the transition of our economic and social structure, the change of high education from elitist to universal, the constantly deep of training reform, "What kind of people we will cultivate and how to cultivate the people is the fundamental issue that we must solve well in the development of socialist educational undertakings?" The competition between countries is ultimately the competition between talents in the world. How to cope with the new situation to the college students, which shouldn't be neglected by the high education. It is imperative to improve the Comprehensive quality of college students entirely. The period of college is important for the life development. How to develop in this period, whether can they be the talent that our society needs? The high school as the cradle of talent cultivating is very important for their healthy growth. Target can motives people to work hard, get on, and the correct and steady target can provide us the direction, hands, power and source of our action. If the students haven't set up the correct target and realized the target through hard working in the key period of life development, their students'period even all of their life may be modest and inaction. Therefore, we should carry out the target education, guide and educate the students to build up the correct target, and direct them to realize the target, which will be helpful for the students to grow healthily and comprehensively, which will be helpful to cultivate the available talents for the socialist modernization contribution.This paper will prove the necessity and importance of target education in common university through accurate study and analysis. In accordance with the basic connotation of comprehensive quality and the talent cultivation mode of undergraduate, we establish the basic content of target education, which will provide the direction and hand for carrying out the target education smoothly. By analyzing the gradual growth of students, we study the feasibility of grading target education. In order to assess the practicality of target education objectively and scientifically, we establish the assessment index, set up the assessment standard about the result, which will make great progress in propelling the target comprehensively.
