Leapfrog development has been achieved in China’s higher education due to the improvement in market economy setup and the deepened reform in educational system in the past30years since its reform and opening-up, which accommodates non-government funded educational establishments to enter a new era of high-speed development. The concern and focus is placed, therefore, on the quality control and qualification assessment by government, public and scholars. It is verified that the core of the assessment lies in a perfect target system which controls the objectiveness, scientific nature and brings about far-reaching consequences and wide coverage.Based upon the current development of non-government funded educational establishments,9universities in Shaanxi are taken as subjects in the analysis concerning their academic situation so as to find out some questions in the assessment.The current qualification assessment has an inheritance on the assessment of non-government funded educational establishments. Contrasts are made in their differences to acquire lessons in the structure of target systems which mainly cover dynamic assessment and student result. The basic and individual features are implanted into the target system. Also constant assessment and integrity evaluation are given high importance. Theory-practice approach is applied in the study of issues related to the design of target system and the requirements to elements in target selection and structure design are clarified in order to raise advice on weights set-up.7aspects are covered of philosophy, staff&management, conditions&application, quality control, academic discipline build-up, effectiveness&features to restructure the target system in the qualification assessment which is applicable to non-government funded educational establishments. Finally, it is advised that the progress be regularized and diverse modes be advocated in the qualification assessment.
