Higher education is the important intelligence support and security of human resources in the economic and social development of a country. The development of higher education in a large extent determines the future international competitiveness of a state, so its development is more and more valued in the world. As the capital support and material basis of higher education development, higher education investment has the unnegligible effect.At present, the authoritative theory of higher education is the education costs sharing theory posed by American professor John stone. According to the theory, higher education investment can be divided into different investment subject on the basis of different beneficiaries. These subjects include the country, educates, taxpayers, families and universities. They all have the responsibility to invest higher education. But at present higher education in our country is still mostly supported by government, and the rest is bear by the individual and families. The whole society makes no concerted effect to support the development of higher education, and has no scientific system of social donation. Social power has less aid to higher education, so the heavy burden makes a lot of students from poor families losing the opportunity to acquire higher education. On the aggregate investment, the investment of higher education account for a low proportion in GDP and the same is that finance education capital is in the investment of higher education. The situation makes our higher education lacking enough support and cause many institutions of higher learning short of capital of teaching and scientific research. All of these affect the development of teaching and scientific research. In addition, the insufficient capital isn't still assigned and a majority of it is distributed to central institutions of higher learning. More provincial institutions of higher learning gain insufficient capital, so their development is limited and the disparity between them and central institutions of higher learning is enlarged. At the same time, private higher learning institutions gain so little capital and policy support that they develop difficultly and can't play a part in complementing and distributing public higher education. Meanwhile, higher education investment of our country has many problems in the integration of production, teaching and research. A part of institutions of higher learning ignore self-disciplinary development and basic scientific research so that their essential attributes of providing intellectual support for social development relying on teaching and scientific research are generally impaired. These problems are restricting healthy development of higher education in our country at different levels. The key of promoting further development of our higher education is how to solve these problems.This thesis offers several target-oriented and reasonable proposals on basis of illustrating problems and thinking of the physical truth. Firstly, we should increase investment on higher education. Thinking of the superior proportion held by the government, the governments have the responsibility to increase the investment on higher education. Meanwhile, the private sectors also should increase investment because of their inferior contribution to higher education. Secondly, on the structure of higher education investments, in development reduce tuition and fees, reasonably increase government investment and vigorously raise funds of social organizations and citizens for running schools and donations and fund-raising for running schools. Regulate the responsibilities of all investment subjects; promote the rationalization of splitting the cost and reduce the heavy burdens of the students and their families. Finally let all children go to colleges. Thirdly, we should promote the equalization of the capital distribution, change the structure that central public higher learning institutions occupy excessive public resource and distribute more capital to provincial institutions of higher learning and private institutions of higher learning. Accordingly they can exert their own superiority to develop discipline construction, enhance the capabilities of scientific research and promote the balanced development. Finally we should assure that the capital of the investment is used reasonably and improve the efficiency of using capital. The key of investment benefits is how to utilize the capital reasonably. Fiscal allotment should be distributed in accordance with the scientific regimes and auditing system should be established at institutions of higher education with the aim of raising the efficiency of the capital. Meanwhile, we also should dominate the fund flow and restrict the capital used by any other field to assure the nature of higher education.This article includes five parts. The first part systematically summaries the purpose of the topic, reviews at home and abroad, main contents and structural framing, points of innovation and deficiency; The second part mainly discusses some concepts and theoretical foundations on higher education investment, of which the human capital theory, public products theory and education costs sharing theory are marcato explained as the important theoretical basis of higher education investment; The third part poses and analyses the current situation of higher education investment system, and mainly discuss the present situation of different investment subjects and the problems reflected by the former; The forth part is drawing on the experience of foreign countries, severally citing the examples of Britain, America and Japan on higher education appropriation system, social donation system and development of private higher learning institutions to provide valuable suggestion for the reformation of our higher education investment system; The fifth part provides reasonable suggestion on the basis of finding problems and citing experience in order to supply reference for constant perfection of higher education investment system. The emphasises of the article are putting forward current problems of our higher education investment system and reasonable suggestion on innovating it.Higher education development can't have the support of the investment. However, the scientific investment system is indispensable. The reformation of our higher education investment system will be a stepwise process. In the process, it need all of the support from government, enterprises, families and so on. As soon as the system that all investment subjects definite their responsibilities and invest fully is established, higher education of our country will develop so rapidly, and the strategy of invigorating the nation through science and education and the strategy of strengthening the nation with trained personnel will be carried out better so that finally realize the dream that turn our country from vast nation into great power of human resource.
