Countermeasures & Analyses For Higher Education Investment Source Structure Of Our Country

Higher education plays an important role in accelerating the form of Human Capital. However, the lack of education investment restricts the development of higher education. If we plan to resolve the problem that the education fund is out of store, we must research it from the source structure of higher education investment.A rational and effective system of higher educational investment is the key whether the universities can get sufficient funds, and it is also the fundamental ensure that higher education operates run efficiently and develops healthfully. Faced the facts that there are large distance between the supply and demand and the existence of lack and consuming of the funds, I analyzed the system defect existed in our country's higher educational investment ,for example, going over the literatures, analyzing the nature of things, analyzing the bates of things and so on. At last, I studied the fundamental strategies that can solve the system defects.The article studied our higher education from the angle of investment source structure. The main body of the article includes five parts. The first part is a foreword, instructing the theory significance, practice significance and the research ways of the article.The second part is a theory and empirical analysis to higher education investment source structure of our country. Firstly, the research introduce distributed structure of higher education outlay amount and three class education, and put forward some question. Then, it looks back the development process of the investment source structure of our higher education. The source structure changed from relying on the finance thoroughly to relying on two ways increasing the education found at present, and it must stress that the government input is the main force among these ways.In the third part, we bring forward that diversified investment is the development direction. And through theory analyses, it point that "The theory of Public Products", "The Theory of Human Capital" and "The Theory of Education Investment", which have established the theoretical foundation for the implementation of the pluralistic higher educational investment system. And there are two principia the diversified investment of higher education source structure; one is benefit achievement and payment capability.In the fourth part, it points out some Countermeasures to improve higher education sources structure, and some must vary the main investment body from government finance to itself, and some still insist on that the government finance is the main body, including enterprises-universities-researches income, school-run industrial, patent income, and striving for society donation, to realize diversified investment of higher education source structure.This paper holds that it is necessary to establish a multilateral investment system to promote the development of higher education. The supervision effects by the various investment entities will be not only beneficial to the realization of social fairness but also to the efficiency improvement of higher education investment.
