Globalized development of the economy along with the social progress marks the arrival of knowledge economy era. In such a situation, human resources has become the foremost strategic one among all social resources. Within the higher vocational education field, human resources has been considered to be the core factor among all that restrict the development of higher vocational colleges. Thus to develop and manage the human resources in higher vocational colleges are of strategic importance to the existence and growth of this kind of educational institution.Aided by the mature human resources concepts and theories abroad, this paper carries out study and analysis about the status quo of human resources home and abroad. While pointing out the major problems of human resources development and management in higher vocational colleges in China, the writer tries to find corresponding solutions to such problems. Theoretically, with the support of mature human resources managerial theories and systematical theories, the writer puts forward the notion where greater autonomy of human resources management in higher vocational colleges should be granted and the reform on colleges internal control system should be deepened. Practically, such management measures as management based on talents, laws, ability and development have been devised. Meanwhile the writer focuses the quality promotion of teaching staff and the training of double-qualified teachers and stresses the life-education of incumbent staff and the dynamic management of part-time teachers. Oriented with the task of higher vocational education, higher vocational education colleges should cooperate with businesses to train skilled and applied talents. They should concentrate on the education to improve the comprehensive ability of students. It is necessary for higher vocational education colleges to expand their intension and extension. Internally, higher vocational education colleges ought to classify the human resources and develop and manage such human resources as management team, teaching staff(including on-service and part-time teachers) and students separately. Externally, they should actively take part in the construction of supporting system for the development and management of human resources to optimize the external circumstance of human resources development and management. At the same time, higher vocational colleges have to seek financial supports nationally and locally to establish diversified teaching pattern and the mechanism composed of education, research, production and training so that they could provide ideal condition for human resources development and management both externally and internally. Thus the higher vocational colleges will establish unique advantage in human resources development and management and win stable position in the sharp completion.
