With the transition of China Higher Education from Elite Education to Mass Education, more people have acquired equal opportunities to receive higher education. At the same time, China's economic transition has entered a problem occurring stage, where there exist drastic changes in labor market, increasing emergence of employment clashes and worsened situation for college graduates'job hunting. Shanghai government has put forward a series of policies to help college graduates'job hunting. An in-depth analysis of these policies contributes significantly to further perfecting the policies and solving employment difficulties facing college graduates.Focusing on Shanghai government's policy on facilitating college graduates'employment and based on the synthesis of the historical development, value analysis and policy system of China's college graduates'employment policy, and on the theories of Market Failure and Government Interference and the theory of Match between supply and Demand, this study looks at the current situation of Shanghai college graduates'employment and relevant policies as background, classify and explain the employment policies put forward in recent years by Shanghai government. It uses a variety of methods of analysis, including literature review, questionnaire and interview, in order to find out the real picture of the implementation of these policies, dig out the existing problems, explore possible solutions from the perspectives of policy making, policy implementing and policy monitoring and offer suggestions based on these analyses.The study indicates that Shanghai College graduates'Employment Policy can be classified into three types:demand improving policy, supply improving policy and demand-supply matching policy. The key to demand improving policy lies in widening the employment channel and encouraging college students to engage in stable occupation. The key to supply-improving policy lies in perfecting education and training system, raising the employment competition strength. The key to demand-supply matching policy aims at changing the matching degree in quality, quantity and structure between the demand and supply of college graduates in job market. The study finds out that the three types of policies have played an important role in helping college graduates' employment, but problems still exist. In policy making, the problems are due to the vagueness of the policy content, incompatibility of policy measures and malfunctioning of the adjustment system. In policy implementing, the problems are due to inadequacies of the policy implementers including the disordered division between different departments, confusion for duties. In policy monitoring, the problems are due to the lack of complete monitoring system during policy implementation, the lack of legal restriction on policy monitoring and the lack of the evaluation system. In view of the problems, this study puts forward relevant suggestions on how to set up search engine for policy issues, how to strengthen the communication and coordination between different departments, and how to make related laws and rules, in order to perfect the Shanghai college graduates'employment polities.
