The Analysis Of Emergency Management To The Public Emergencies In Rural Areas

Public emergencies in rural areas are a series of social performance which are harmful to the rural economic development, political stability and social security. They are social phenomena which are caused by many kinds of contradictions and problems in the long-term development process in rural area. Public emergencies in rural area include rural nature, politic, economic, culture and so on. They make a great impact to the social order in rural area. Therefore, it is very necessary that the grass-root government manage them. It is not only the government's own work, but also affects government's ability of governing.This paper is divided into five chapters. The first chapter introduces the background,situation,method of the research and shows the creativities. The second chapter introduces the meaning of public emergencies and major manifestations, and then analyzing the necessities and feasibilities which government manages the public emergencies in rural area; the third chapter analyzes the problems in the emergent management of governments and why the problems exist, and analyzing"'1.5'fire accident"in Xiangtan county, Hunan province; the forth chapter analyzes and summarizes how USA and India which are representative of the developed countries and developing countries manage the public emergencies, on this basis, proposing how to strengthen the emergent management in China's rural area; the fifth chapter suggests the methods of strengthening the prevention and pre-control of public emergencies; strengthening the processing and controlling of public emergencies; strengthening the disposal, investigation and assessment of public emergencies.
