A Research Of Migrant Workers Social Welfare Services' Current Situation And Social Work Intervention

The object of this research is the migrant workers, using questionnaires and interview methods, investigating the supply and demand situation of social welfare services of migrant workers nowadays, analysing the factors which impact migrant workers'social welfare services, On the basis of research about the migrant workers'social welfare services, this paper combine the development trends of modern social work, trying to explore how social work intervene migrant workers'problem from following three aspects:the main provider, service content and service modes, then proposing some policy recommendations on how to promote the development of migrant workers social work. The main conclusions of this research are going as follow:Firstly, at present, the scale of the social welfare services for the migrant workers is too small, the coverage is narrow, the service level is low, and lack of development-oriented services; the services'supply from government, NGO and communities are inadequate, diversifying networks of services'supply has not formed, smaller service scale and fewer services are the main disadvantages of the migrant workers'social welfare services.Secondly, the migrant workers'demand for social welfare services is high, and the main aspects focus on information about the job hunting and safety education; the demand for development-oriented services is being strengthened; the migrant workers are mainly expecting the government and work units to provide services; migrant workers with different characteristic are differences in demand extent, content and requirement means to express their demand.Thirdly, by comparison of supply and demand, the study find that three contradictions exist in the process of migrant workers'social welfare services, which are high demand and inadequate supply, high levels of service demand and the low levels of service supply, the leading role of the government and the absence of the welfare.Fourthly, not only the general factors, such as the economic, political, institutional and social values can impact the migrant worker's social welfare services, but also some special factors, such as urban and rural social institutions, social policy-making situation of migrant workers and the absence of the diversifying services providers.Fifthly, in the process of the social services intervene migrant workers, the government, enterprises, communities and the NGOs should working together to establish a diversifying network on service supply, building a system of social work services according to the rules comprehensive, developmental and differentiation, furthermore, the services should be focused on job hunting, law education and training. About choosing the service mode, building social support networks for migrant workers following the society ecosystem perspective, integrate social resources to enhance migrant workers adjustment, promote positive interaction between the migrant workers and the social environment.Sixthly, to impulse the development of social services about the migrant workers, social policy system should be sounded, specialized institutions of social management should be established, public finance mechanisms to pay for social services should be set up, NGOs of migrant workers should be fostered, urban communities service systems should be accepted migrant workers.
