Research On Building Inner Party Grassroots Democracy In A New Period

Since China's Reform and Opening up especially after entering the new century, inner Communist Party of China ("CPC") democracy has been paid great attention and inner party grassroots democracy has been required to reach a new level. To echo the call that the party should promote the building of CPC by reform and innovation at the CPC's seventeenth annual meeting fourth session, this thesis selects some issues about inner party grassroots democracy as the object of research.Main content of the thesis has three parts.The first part elaborates on some basic theoretical issues about inner party grassroots democracy, scientifically and correctly introduces the real meaning of inner party grassroots democracy, distinguishes inner party democracy from People's democracy, grassroots democracy from inner party grassroots democracy. Inner party grassroots democracy is the operation of democracy system in CPC grassroots organizations and the full expression and accomplishment of the willing of CPC members and CPC organizations. The building of inner party grassroots democracy is not just the important content of the building of CPC grassroots organizations, but also the fundamental project of building inner party democracy. It threads through various activity fields of CPC grassroots organizations and is seen various aspects of inner party daily life. Inner party grassroots democracy is specific inner party democracy, it involves every CPC member to ensure and accomplish their core status and democracy rights, to ensure the rights of fact knowledging, taking part in, election and supervision. It further promotes CPC members to take part in inner party affairs to show the core function of CPC members in inner party life.The second part analyzes the development and evolution of inner party grassroots democracy since the Reform and Opening up and the existing problems in building inner party grassroots democracy. During the period between the establishment of CPC and the founding of People's Republic of China, on the severe domestic revolutionary war background, CPC itself attaches great importance to the building of democracy, insists on the principle of democracy and concentration, and relies on the mass, which is the successful experience of revolution victory and building of the party. During the period between the founding of People's Republic of China and the Reform and Opening up, the background of party building changes and some new problems arises, the building of inner party democracy faces some new problems, for example: the over concentration of rights in the party, poor accomplishment of democracy rights of grassroots CPC members, inner party system needs to be improved, etc. The new period makes new era requirements for the building of inner party grassroots democracy, strengthening the building of inner party grassroots democracy is the essential requirements of inner party democracy, is the requirement of inner party democracy driving people's democracy to establish harmonious society.On the basis of above two parts, The third part makes clear the target and main task of building inner party grassroots democracy, brings up the main direction and path of strengthening and improving the building of inner party grassroots democracy in the new period. CPC member should persist in the guiding idea arises at the CPC's seventeenth annual meeting fourth session, improve and perfect themselves with reform and innovation spirit, constantly promote practice innovation, theory innovation and system innovation of the building of CPC, establish and improve the system which sees the principle of the party as the foundation and democracy and concentration system as the core, promote scientization, institutionalization and standardization of the party building, persist in the building of administration ability and the advance feature, fully show the leading function of party committees , the essential function of grassroots CPC organizations, improve democracy awareness and understanding of the CPC members, perfect and accomplish the democracy rights ensurance system of CPC members, insist on democracy procedure, comprehensively bring grassroots party affairs to public, strengthen transparency of inner party grassroots, build and innovate the working mechanism of grassroots party committees, positively explore the various realization of inner party grassroots democracy, build inner party grassroots democracy with Chinese characteristics.
