| Civil servant is the person who carries out the guideline, policy of ruling party and implements laws, regulations and policy of the State; the civil servant also is the organizer of peoples in overall society's construction, too. The ruling position of political party has been conducted through members of the political party that become leaders of the State's Authorized Bodies. Strengthening the ability of civil service staff, as well as organizing civil service staff's system which serves the people wholeheartedly aren't only useful to assure for implementation of guideline, policy, objective of the party and the government, but they're also useful to collect and consolidate numerous people encircling around the party and the government, strengthen the ruling position of the political party, guarantee the function of the party as the strenuous leading core in the procession of Socialism's construction from the beginning until the end.After having decree on civil service staff, the party and the government of Laos have attached great importance to build up Lao civil service staff's system by issuing mechanism and relevant measure on building up competency of Lao civil servant making the building up competency of the Lao civil servant accomplish initial success; the political, administrative, public service's competence level and other sides of civil service staffs of Laos have been improved step by step. However, there are still meet many problems in the construction of civil service staffs'system of Laos, such as the troop quality of civil service staffs is not high, civil service staffs'mechanism is not scientific enough, training system for civil servants is not complete, etc. That's why, we need to continue research in order to find the most effective measure or method to apply to strengthen competency of the Lao civil servants in the future.This thesis consists of five chapters. The first chapter is about an introduction, the second chapter is general theory for building up competency of civil service staffs, the third chapter is an analysis for strengthening the ability of Lao civil service staffs at present, the fourth chapter is about Chinese experience in the field of building up competency of civil service staffs, the fifth chapter is measures for strengthening the competency of Lao civil servants. |
