Alienation Of Public Policy Implementation In China And Its Governance

Public policy implementation is the key link of the government's public management activities and the chief means for providing public services. China's social, political and economic development and the protection of the public interest are achieved by making and effectively performing public policy. However, a good policy often fails to achieve even deviates from its intended course in reality due to various factors, which causes the alienation of the policy implementation and seriously hampering the smooth going of various undertakings in our country. In recent years, China's mining disaster number and the death toll decline continuously, but the number still remains high relative to the average world standard. The frequent occurrence of mine accidents in China just reveals the phenomenon that China's coal mine safety production policy is alienated in the real implementation. The direct incentive of mine accidents is the problems existing in business administration and mining technical. The black-hearted bosses, the corrupt official and the policy enforcement system behind it are the root causes of distortion of policy objectives, which eventually resulted in these incidents.Every implementation of public policy has three elements-the policy itself, executive agent and policy target groups. American scholar Smith thinks in his policy implementation process model that the main factors affecting the policy implementation are four variables-ideal policy, target groups, implementing agencies and the environmental factors. Using document retrieval method, case analysis method, comparative analysis method and system analysis method, and on the basic of the existing public policy implementation model, this paper tries to take coal mine production safety policy for example and assume that the Coal mine safety production policy is good, analyze the deep reasons behind the mine accidents from the two elements of policy enforcement system-the executive agent of the coal mine safe production policy and (government and its officials) and the target groups (miners), and the three links-policy implementation institution, policy implementation monitoring mechanism and afterwards punishment mechanism. And then, this paper tries to put forward some governance suggestions and measures for the mine accident in China, but also come to the general way of controlling the alienation of public policy implementation by learning from the related governance experiences abroad. This paper thinks that a good policy, only after the impact to the people (the subject and the target groups of policy implementation) for interests incentive is eliminated or reduced through the severe post-disciplinary mechanisms, and in the sound system and opening policy implementation monitoring mechanism which makes miners and government officials can not speculate, can get a better implementation, and the phenomenon of policy implementation alienation can be effectively controlled.
